JAKIM categorizes products into food, beverages, cosmetics, and pharmaceuticals, each with distinct fee structures. For food items, the base application fee ranges from RM1,000 to RM2,500 depending on complexity and number of variants. Cosmetics and personal care products incur higher fees due to additional ingredient scrutiny, typically RM2,000 to RM4,000. The product category directly influences the total certification cost, so identifying it correctly is the first critical step. Manufacturers must also consider whether their product qualifies for small or medium enterprise (SME) discounts, which can reduce fees by up to 30%.

2. Prepare Documentation and Application Forms

Accurate documentation is essential to avoid reapplication costs and delays. Required forms include the application for halal certification (Borang A), product specification sheets, ingredient lists with halal status, and premises layout plans. JAKIM charges a non-refundable document processing fee of RM500 for each main application. If additional certifications are needed for multiple product lines, each line requires separate documentation and an extra RM250 processing charge. Properly preparing these materials upfront ensures no hidden fees or penalties later.

3. Submit Application and Pay Required Fees

Submission is done via the Malaysian Halal Certification System (MyHALAL) portal. 4. Undergo Audit and Inspection Process

After fee clearance, an audit is scheduled. The audit fee is separate from the application fee and varies by site location—RM800 for Peninsula Malaysia, RM1,200 for Sabah or Sarawak, and RM1,500 for remote areas. During inspection, JAKIM officers verify ingredient segregation, production hygiene, and halal assurance systems. If non-compliance is found, a re-audit fee of RM400 is charged.
