Commercial Packaging Manufacturing Cost Breakdown

This breakdown is not about abstract “cost drivers.” It is about what a converting floor in Shah Alam, Puchong, or Klang actually pays for: Indonesian kraft liner landing at Port Klang, a BOBST die-cutter depreciating on a 10-year schedule, RM 1,700 minimum-wage labour with EPF and SOCSO stacked on top, and a 45-minute changeover soaking up RM 450 of machine time per setup. Here is the granular view.

Substrate: The RM-per-Tonne Anchor

For any commercial packaging plant — box makers running RSC cartons, flexible-pack houses printing stand-up pouches, or carton converters doing folding boxes — the substrate purchase order is the largest cheque of the month.

– Corrugated boxes: Indonesian kraft liner from Indah Kiat or Fajar Surya Wisesa lands CIF Port Klang around USD 520–600/MT. Chinese test liner trades closer to USD 460–500/MT, and semi-chemical medium sits around USD 600/MT. At USD-to-RM of 4.40–4.50, that is RM 2,400–2,700/MT for liner and roughly RM 2,500/MT for medium. A mid-size KL box plant buying 500 MT of combined board per month carries a RM 1.2–1.35 million cheque before a single sheet hits the corrugator.

– Flexible packaging: LDPE film grade from Lotte Chemical Titan in Pasir Gudang runs RM 5,200–5,700/MT. BOPA (nylon) film — a standard inside laminated food pouches — is imported at USD 2,800–3,200/MT. Solvent-based PU laminating adhesive: RM 24–32/kg.

– Inks and plates: Water-based flexo ink is RM 12–18/kg, and a heavy print job burns 150–200 grams per 1,000 sheets printed. Plate costs are recouped per job, but a 6-colour job with reprints carries a 15–20% plate premium that most PE-owned job-costing systems hide.

Substrate is technically a “pass-through” — but the plant carries 4–6 weeks of inventory. When the OCC (old corrugated containers) export price dumps, the baled scrap in the yard loses value faster than the prime board sitting on the rack.

Machine Hour Rates on the Plant Floor

Machine-hour rate is where most small converters get their costing badly wrong — they divide total monthly overhead by total scheduled hours, not useful hours.

Take a BOBST SP 106 ER die-cutter installed in a Klang Valley factory in 2021. With feeder, stripping station, and cold-foil unit, landed cost is about RM 4.2 million. Depreciated over 10 years, that is RM 420,000/year. At a realistic 65% OEE across two shifts — 16 gross hours giving 10.4 useful hours — the machine produces only 3,800 productive hours annually. That alone is RM 110/hour of pure depreciation, before a single sheet is cut.

Electricity has climbed from nuisance to material line item. Malaysia’s industrial tariff is RM 0.37–0.40/kWh after the 2023–2025 surcharge adjustments. A BOBST die-cutter draws 90–110 kW, so power adds RM 35–44/hour. A modern 2.5-metre dry-end corrugator from BHS or Fosber running at 180 m/min on a 24-hour campaign draws 600–700 kW — that is RM 225–280/hour just to keep the line turning.

On a 6-colour Gopfert flexo folder-gluer (RM 11 million installed), depreciation alone is RM 290/hour at 3,800 productive hours. At 8,000 boxes per hour of useful running time, that is RM 0.036/box — before ink, wash-up, plates, and the operator who is being paid to watch the splicer.

Selangor Labour, Shifts, and Levies

Malaysia’s RM 1,700 minimum wage has been in force nationwide since February 2025. But per-head cost is higher than the sticker:

– EPF employer contribution: 12–13% (13% for salaries RM 5,000 and below)

– SOCSO + EIS: ~1.95%

– Foreign-worker levy for manufacturing (Indonesia, Nepal): roughly RM 1,250–2,000/head/year

– FOMEMA medical screening, repatriation bond, and employer-provided accommodation: another RM 1,500–3,000/head/year

Shift premiums are structural, not negotiable: 15% for the 3 pm–11 pm shift and 25–30% for the 11 pm–7 am shift. A three-shift operation on one flexo folder-gluer — 14 to 18 operators including die setters, tackers, and quality floats — runs RM 700,000–950,000/year in fully landed labour cost. Skilled machine minders in printing are now poached constantly between Scientex, Daibochi, and independent converters at RM 3,000–3,800/month base, which resets every crew’s salary band.

The real cost leak is not the nominal wage — it is the 30–45-minute tea-break overlap and the two-shift-only middle-management structure that lets a night shift run half-unstaffed.

Scrap, Rework, and Changeover Leakage

This is the line that separates a 20% gross-margin plant from a 12% one in the same building type.

– Material scrap: Baled OCC in Malaysia trades around RM 800–1,000/MT, against prime kraft liner at RM 2,500. A 5% scrap rate on a RM 1.3 million monthly substrate bill evaporates RM 65,000 of raw material value, and only RM 26,000–32,000 of that comes back through the baler. A plant running 8–10% scrap — common in shops without per-shift waste weighing — is giving away RM 40,000–50,000 per month more than its disciplined neighbour.

– Changeover idle time: Each flexo changeover of 45 minutes on a machine costing RM 600/hour means RM 450 of non-productive cost. A job-shop floor in Puchong doing short-run PMC contract work will do 8–12 changeovers per day. That is RM 3,600–5,400 daily of pure clock that appears in no standard routing.

– Rework loops: Lamination failures on flex-pack lines — trapped air, adhesive streaks — run 2–4% in good plants. Each rework pass consumes the machine-hour rate again plus 100% of the film, which is why rework in flexible packaging is effectively double-costed.

Real plants in the Klang Valley run 55–65% OEE on converting equipment, not because the machinery is elderly, but because the order mix demands constant setup changeover from short-run local brands.

Costing Software: Standard vs. Actual Variance

The cost breakdown only survives if the ERP catches variance. Most KL converters run Sage 300 or SAP Business One with standard-cost rollup across materials, labour, and machine hours. That works beautifully until a 15% plate overage, a re-run, or an ink-mixing overage gets booked to a monthly P&L bucket instead of to the work order.
