JAKIM pricing follows the Skim Pensijilan Halal Malaysia (SPHM) fee schedule, not a freelance quotation. If you are registering a sauce line in Shah Alam, a cosmetic range in Bangi, or a snack product line in Senai, the invoice is generated by the portal based on the information you enter, not by negotiation. The practical problem for most manufacturers is that they underestimate how the fee tiers interact: the product count, the enterprise classification, and the site count each trigger separate line items. Below is the exact workflow to understand what you will be charged and how to minimise variance before you commit to an application.

Step 1: Classify Your Enterprise and Product Scope

The fee schedule divides applicants into three classes based on annual sales turnover reported to LHDN: Kecil (small), Sederhana (medium), and Besar (large). The classification directly drives the per-SKU product fee, the audit fee per site, and the final certificate fee. A company recording RM800,000 in annual food sales pays roughly half the product fee of a RM6 million revenue manufacturer, even for an identical product list.

Product count means distinct SKUs, not brand names. A Klang-based kerepek producer with 5 flavours lists 5 products. A sauce manufacturer in Puchong with 80 stock-keeping units lists 80. The system charges each SKU on a sliding scale, so an 80-SKU list does not cost 80 times the price of one SKU — the per-unit rate drops as the volume climbs. Before opening the MyeHALAL form, prepare a spreadsheet of every SKU, its packaging format, and its ingredient declaration. Missing a SKU at filing means paying the top-tier fee later when you add it under an existing certificate.

Step 2: Use MyeHALAL’s Automatic Fee Computation

The sole filing system is the MyeHALAL portal at my.ehalal.gov.my. There is no paper application path for product certification. After you register the company profile and select the product category (food and beverages, cosmetics, personal care, or cleaning products), the system pulls the applicable fee schedule automatically.

The key operational detail: the portal calculates the total only after you complete the Senarai Produk module and select your enterprise class. The invoice line items appear as Fi Permohonan, Fi Produk, Fi Audit, and Fi Sijil. Payment is made through FPX from a linked bank account (Maybank2u, CIMB Clicks, Public Bank, and other participating banks). The system will not schedule the document review or audit until the payment reference is recorded. Keep the payment slip; the audit panel verifies it during the site visit.

Step 3: Break Down Application, Product, Audit Fees

Four separate charges appear on the invoice. The application fee is RM100, flat across all enterprise classes, and it is not refunded if the application is rejected at document screening. The product fee follows the sliding scale below, charged per SKU:

The audit fee is charged per physical production site: RM200 for Kecil, RM400 for Sederhana, RM600 for Besar. If your factory and packing house are at different addresses, that is two audit line items. Sites outside a reasonable driving radius of the declared business address also incur the audit panel’s travel and accommodation costs, itemised on the same invoice. The certificate fee is RM500 (Kecil), RM1,000 (Sederhana), or RM2,000 (Besar) per certificate issued.

Step 4: Check Renewal and Added Site Costs

The JAKIM Halal certificate is valid for 24 months. Renewal is not an automatic invoice — it is a fresh application cycle with the same fee structure: application fee, product fees recalculated against your current SKU count, one audit visit, and a new certificate fee at the same rate. If your enterprise has moved from Kecil to Sederhana classification since the previous application because revenue crossed the threshold, the renewed certificate immediately jumps to the higher fee tier.

Two hidden cost triggers appear after issuance. First, adding a new product to an existing certificate mid-cycle is billed at the standard per-SKU product fee for your tier, not the renewal rate. Second, a failed post-certification surveillance audit that leads to suspension requires a re-audit, charged at the full audit fee before the suspension can be lifted. Budgeting only the headline application fee will not survive a year of active SKU additions.

Step 5: Confirm Micro-Enterprise Fee Waiver Eligibility

JAKIM operates a full fee exemption for qualifying micro-enterprises under the Micro Halal Certification Programme. The eligibility bar: annual sales turnover of RM300,000 or below, five or fewer full-time employees, and the business registered as a micro-enterprise in the relevant category — typically home-based food producers, small bakeries, and single-location food premises.

For these applications, the MyeHALAL system zeroes out the product fee, audit fee, and certificate fee entirely. The total invoice reads RM0. Costs that are not waived: mandatory laboratory tests for ingredients or water samples, which are paid directly to an accredited lab such as UNiKL or UIA, and any label redesign work needed to display the Halal logo correctly. The waiver is verified on-site during the audit, so a micro producer claiming exemption while running production volumes inconsistent with RM300,000 annual sales will be reclassified and billed retroactively.
